My opinion, Mueller knows Trump was not complicit with Russia's actions(which is what this investigation was supposed to be about), but he hopes that if he keeps digging, he'll eventually find something in Trump's business dealings. It's a sham to try and unseat a sitting POTUS. It'll be interesting to see if the next POTUS faces the same scrutiny as precedent has now been set.

We skipped 16 years after the Clinton "investigation", and that was far more unjustified and off the rails.
