Should Rosenstein step down now, Solicitor General Noel Francisco would take over the probe, not Panuccio.

That will work, Pence can run as the incumbent in 2020, be eligible to run again in 2024. Since he would have served less than 24 months of Trumps term he could hold the office for over 9 years.
