Those who want to see President Trump’s border wall built may get a chance to help fund the project if a recently introduced bill is passed.

The legislation, introduced by Rep. Diane Black, R-Tenn., last week, would create a “border wall trust fund.” People could donate any amount of money to it, with the funds specifically designated for “whatever it takes to build the wall” -- from supplies to salaries. It would be overseen by the Treasury Department, according to Black.

“Real immigration reform cannot be achieved without a secure border -- President Trump has been clear about this since day one,” Black, a member of the House Budget Committee, said in a statement. “The most important job of the federal government is the safety and security of the American people, and if citizens in our country wish to contribute to this effort, they absolutely should be given the opportunity.”

In an interview with Fox News, Black said while anyone can donate money to the U.S. Treasury now, this trust fund would ensure donations would specifically go toward the construction of the border wall.


“I support President Trump in building the wall. It’s going to take big funds to do that,” Black said, adding that she doesn’t believe Congress has done enough in terms of allocating funding for the wall.

Do you get Mexican citizenship with the donation? I ask only because I know the Mexicans are the ones who will pay for it. Donny said so.

Maybe this will catch on in other areas. Crowdfunding for social programs, school lunch programs, Public TV and radio, imagine if our tax dollars only went to the items outlined in Article I, Section 8 and nothing else.

LOL, a gofundme for the border wall.

More zero's to the deficit is at arm's length, I'm going to go out on a limb and say people aren't going to be nearly as enthusiastic about giving their cash for a symbolic wall.

Wouldn't all those nasty social programs you hate fall under the power to provide for the general welfare?

The U. S. Supreme Court first interpreted the clause in United States v. Butler (1936). There, Justice Owen Roberts, in his majority opinion, agreed with Hamilton's view and held that the general welfare language in the taxing-and-spending clause constituted a separate grant of power to Congress to spend in areas over which it was not granted direct regulatory control. Nevertheless, the Court stated that this power to tax and spend was limited to spending for matters affecting the national, as opposed to the local, welfare. He also wrote that the Supreme Court should be the final arbiter of what was in fact in the national welfare. In the Butler decision, however, the Court shed no light on what it considered to be in the national—as opposed to local—interest, because it struck down the statute at issue on Tenth Amendment grounds.

The Court soon modified its holding in the Butler decision in Helvering v. Davis (1937). There, the Court sustained the old-age benefits provisions of the Social Security Act of 1935 and adopted an expansive view of the power of the federal government to tax and spend for the general welfare. In Helvering, the Court maintained that although Congress's power to tax and spend under the General Welfare clause was limited to general or national concerns, Congress itself could determine when spending constituted spending for the general welfare. To date, no legislation passed by Congress has ever been struck down because it did not serve the general welfare. Moreover, since congressional power to legislate under the Commerce clause has expanded the areas falling within Congress's enumerated powers, the General Welfare clause has decreased in importance.
