I had the same question as Ava, why a no first shot policy? Would the rules be different if it was POTUS instead of a candidate? On the other hand, is there a legal basis for executing someone without warning, when they have not yet done anything? My own belief is that he should have taken the shot and a warning is not necessary because it was not possible. But I don’t know the law.
