You can view a TOTAL eclipse with the naked eye if and only if you are in the path of totality and you only view it within the short period of time that the moon is COMPLETELY blocking the sun. Before and after that you must be wearing protective eye glasses. If you doubt yourself or the timing then keep them on the entire time.

Coug is correct and during totality you will be able to see sun flares coming off the side of the sun while the moon is in front of it.
