Trained Officers do not discharge a weapon in a group where friendly forces (CBP) could be potentially wounded or killed. The first shot fired was in the midst of 4 other agents within the CDZ. They could have been easily wounded or killed. So yea he was untrained.

He was disarmed and restrained.
