No kidding. "Tossed" is a very strong and somewhat misleading word here.

Of course, had he said, "Tony Wroten Ruled Ineligible," we would have been just as worked up.

The school district essentially ruled the Wrotens were defrauding them. I'd say "tossed' is dead on the money.
