10-year-old boy run over while 'surfing' on vehicle driven by his parents

It seems inconceivable that parents would do something like this to a child. I wonder if alcohol was involved to go along with the sheer stupidity.

The incident is still under investigation, but the Sacramento Bee reports that no charges have been filed against the parents.
