So actually hurting someone else, or planning to hurt someone else? Curious how you view the 2 people from Mississippi that was recently arrested trying to join ISIS.

You actually have to injure another party in order for a crime to be committed. You can plan all you like, until the deed is done, there is no crime.

If someone wants to go join ISIS who cares, at least they're not here.

Ok same argument. How bout your girlfriend of 10 years hires someone to kill you, but you find out before the deed is committed. Does she walk unpunished?

Same argument, someone makes a bomb to blow up a building. They plant the bomb, but luckily the detonation device fails.

I would say so, I found out beforehand. No harm was done to me, so no crime was committed.

I didn't see your edit about the bomb.

In that scenario, I would say the property owner would be able to file some sort of endangerment or criminal trespass charges against the bombers.

So the building owner was the victim? How did he/she get hurt?

They were deliberately placing a bomb on the owners property. They'd be subject to at least criminal trespass charges.

Edit.
I would also say, if there is a phoned in threat the owner may be able to obtain restitution from the bombers for the lost revenue.

So our building was the mall, they had a right to be there. I can't seem to put my finger on a victim here.

Enough with the back and forth though. I think you see what I'm getting at though.

No, you do not have a right to be at the mall. That is property that is owned by someone, they can revoke your "right" at any time they wish.
