Obviously most teams want to take the best players from their state, but we're relying on a whole buttload of kids every year to leave THEIR home state to help UT be competitive. That's just the nature of it when it comes to Tennessee.

Demographics of the states, Tennessee is getting better, but metro Atlanta just has so many people which means more kids. Competiton for playing time is greater and that makes the quality of athlete better. Not anyone's fault, like you say, just the nature of it.
