Actually, yes you can. That’s the way it works. You can’t withdraw from individual courses before the end of the term, but yes, you can actually withdraw from the university and withdraw without grades.Academically, it's well past the withdrawal without a grade stage and since the University played him, he had to still be enrolled. He's getting grades unless he gets an exemption of some kind.
I don't know if you went to college but you can't just magically "unenroll" at the end of a term to make your grades not be recorded. That's not how it works.
And yes, I went to college. And then graduate school (at Tennessee). And then earned my doctorate. And now I have 20-years of experience working at a college. Come at me, bro.
