The difference is that right or wrong, I think Bush believes every word he says (which you have to slightly admire). Clinton definitely knew he was full of it (which you have to slightly admire).
I think a believer of a lie even when presented with the truth is less admirable. But it's all semantics right? Where's Clinton's explanations when you need them?
