It might have changed, but in KY we used to have to pay an annual tax on the value of the car when we paid our tags. It used to be on the Blue Book value, I think.

When I lived in Virginia many moons ago I had to do the same. But you saw where the money went, the roads were in great shape.

Georgia was the same till a few tears ago. Now you pay it up front when you buy the vehicle, then $20 each year for the sticker.

VAT is the value added tax we pay every year to get our stickers. The sticker cost is deceptively low but you don't get the sticker without coughing up the tax on top. Like I said, 2 vehicles last year was over $700.

That's a sales tax that is paid one time on the sale of the vehicle. We pay that also on new cars. No sales tax on used car sales for person to person.
