The Senate did because the Steele Dossier was included in the information sent to the IC. They knew it was flawed but Brennan overruled their concerns and included it and its lies in what they sent to the SIC. The dossier was not included in what information was sent to Congress. They are just a handful of reasons for this to occur and none are innocent.

Crying wolf would be more like pointing out that the current world situation seems to be a perfect inverse of wwii. With the russians frittering away their strength on Germany's east while the us seems to have elected some sort of autocrat in trump reminiscent of hitler. Germans are sort of identified with wolves and the fact that the germans seem poised to benefit at the moment and have a reputation for engineering skills, which would include social engineering the current global political moment, clearly shows that germany is finally set to fulfill its dreams of (wolfish) world domination.
