Probably because by the time he gets to outside of pocket if he clocks back it's almost as likely to be stripped as a fumble as to greeting the ball out. Risky with pressure coming from all angles.
I mean generally a qb will realize he's just going to have to try to get what he can, but Worley just stands there and stares at them running at him like "ok I'll just cover the ball and go down"
