How can Bailey still be this under developed?

If coach has a bias like Pruitt did, he ensures during practices you don't shine. It was revealed HB rarely got snaps at all even though he graduated early and went through spring ball. Not saying Heupel did that, just saying some coaches can and do have biases and make things come to pass in a self fulfilling prophecy sort of way.
