A good QB would see that guy, and step up in the pocket. Shurmur just ducked one of our guys and stepped up in the pocket and completed a pass. It's game 12, the OL is what it is, the QB has to know he needs to be ready to evade on any slow developing play. Instead he went full on statue, which he often does.

Evade when the pressure is coming at you, not when he is blindsided like he was on that play.
