Agreed there was contact, but that's not called most of the time. I think they have warning because he embellished to sell it twice in a row.

If theres contact you either call a foul or you dont.

If he falls down while guarding the ball putting his team at a disadvantage, that's on him.

Theres no reason for the rule.
