Well, on the two plays previous to that one (one of which worked), Tillman was WIDE FREAKING OPEN on that side where the INT was thrown. Hooker didn't see him.
Then, for whatever reason, the INT play had both of them down there.
I'm not sure he wasn't going to Tillman and not Jones when he threw the pick.
If you DVR it and look at it later, you'll see wide open spaces around Tillman on those two plays.

Sadly we don’t have the guys to keep up and our best guy is just a touch off. It’s unfair that Hooker was our only hope and it was all on him but that’s where we are.

I hope we can find a way to make this a game but I’m not hopeful.
