He's too good an athlete to stay at Vandy where he has no chance of getting recognized for the next level IMO.

If you are good enough, you will get recognized regardless of where you play. If Jeff Janis last night can get recognized at East Saginaw Valley, Williams can at Vandy. The bigger issue is Williams is too good for Vandy because they are a trash team with trash players and trash fans. He can do better.

No, but playing for a team in a P5 conference that has a lot more TV exposure than Vandy certainly doesn't hurt one's chances of getting noticed.
