I think this conflates items. Horowitz found no evidence of political bias motivating the frequent, serious misdeeds in the process. Yes laws were broken - we'll see if they are prosecuted. My comment was referring to Horowitz saying the bar was passed originally to proceed with an investigation. That bar being passed in no way justifies the abuses he found and clearly documented. Whether it goes anywhere from here depends on politics.
