Cali doesn't tax lottery winners, despite having a state income tax. So exceptions can be made.

That's pretty prescient of them actually. They know that they are going to get all their taxes thru the amounts the winners blow on useless ****. Transpose that to federal income taxation and you will see the conservative POV of tax theory.. Lower tax rates means more money spent in the wild, therefore more tax revenue received.
