The woman is not in the right at all. Like many average people you encounter she doesn't think the rules apply to her.
Saying "we'll see about that" regarding someone's dog and whipping out treats is a poor response. I would be a bit concerned that a guy with no dog has treats and is channeling his inner hall monitor regarding a dog off leash. For all she knows he's put an aspirin in a hot dog to "fix" the unleashed pet problem.

Exactly. Two types of people no one likes. Calling out other adults when something they're doing is obviously wrong goes nowhere and can escalate a situation needlessly. You're a full grown man, you know the shopping cart doesn't go in an empty parking space.
