I think you’re looking for the Hall of Very Good.

From 2008-2013, Cliff Lee has the highest fWAR among all pitchers. Six years he was elite. With pitchers I’m more likely to reward peak than longevity.

Also 2.52 ERA in 82 postseason innings.
 
The problem is, the Hall is already full of (some not) very good.

My problem when guys like Cliff Lee come up is there are usually 5 guys that I think have waited too long that need to be considered first.

For instance... Tommy John has about 150 more wins than Cliff Lee and ought get in based on the surgery named after him alone.
 
Right now my 2020 ballot would be

Bonds- Great baseball player ever.
Clemens- One of the 10 greatest pitchers ever.
Jeter- Top ten SS ever, face of baseball for a decade.
Schilling- If he wasn’t a jerk he would have been in already. 80 WAR pitcher, great postseason pitcher.
Jones- Best defensive OF ever. Good offensive player. If Ozzie gets in so does Andruw.
Ramirez- One of the 5 best hitters I’ve seen. Him, Cabrera, Pujols, Trout, and Bonds.
Sosa- His 1998-2003 his jaw dropping. MLB gladly promoted him knowing he was on steroids.
Rolen- Top 10 for his position, Great two way player. Played 10 years later he would have been considered a legit top ten player in baseball.
Lee- This would be my 5% vote player, a guy who deserves more consideration on future ballots

Walker played at Coors when it was legit ridiculous. I actually think Helton has just as good a case. Kent is tough, but he’s not even top 15 in career WAR for 2nd basemen and wasn’t great defensively. I probably shouldn’t put Manny in because he tested twice for PED’s, but he was a HOF before testing positive. This wasn’t a Ryan Braun situation. Todd Helton is tough, but his road splits are ridiculous. I wouldn’t put relievers except Mo in, but if you vote for relievers Wagner deserves it. Sheffield played so long he got the counting stats and was a monster offensively but was terrible defensively. He’s tough to leave out though.

Pitchers are going to really be tough with how little guys actually pitch now. The counting stats are going to matter little.

Two things can be true! Bonds was a great, great player in his twenties, probably on track to be a top 5 or 10 all time player if he'd never touched a needle AND roiding out of his mind catapulted him into another stratosphere.

That’s the case of why he should be in the HoF regardless of your stance on PEDs.

Roided up Bonds was putting up OPS numbers 300 points better than anyone else. And I mean literally anyone else. I don’t care how many roids you take it’s still incredible.
