Personally I think so, although you can also make arguments for Doug Williams, Jeff Hostetler, Mark Rypien, Brad Johnson, or Nick Foles.

I guess it is a little different question if you want to consider guys who were *the* starter the year they won the SB. The only one of those QBs above who came into the season they won the SB as the starter was Brad Johnson.
