Again I would defer to you on this, but the only way it makes sense to me, as a civilian, is that you know you’re hunting big fish with big lawyers and you want as much substantial evidence as possible.Yeah. Makes me cringe.
I worked sex offender registration violations for a while. Very easy to slow play an arrest on one of those dudes hoping for a better charge. You quickly realize that your target may still be out there actively offending. Changes your tune real quick.

They’ve got Kraft on video twice. My guess is they wanted to get the other famous/rich guys on video as well.
A charge like this sticks on Joe Schmo with x amount of evidence. Against Robert Kraft and his lawyers you might feel like you need more.
