Well if a kid goes down and then returns one play later. Pretty sure you can say it was fake.

Thats right! New rule should be if it appears you faked an injury, you must sit out the next 3 plays. You must really be hurt to lay there writhing in "pain".

Not in favor of the fines--too objective. If a player goes down causing a game delay, he should be ineligible until there is a change of possession. That would be far more effective in policing the issue. Don't understand any objection to this remedy.

I would venture to say simply, because it makes too much sense and we all know how that goes with the governing bodies.
