If he puts the ball down on top of the tape, it keeps the ball sitting up higher on top of the turf. That is an illegal advantage. If he puts the tape down as a "visual" aid for foot placement, that is an illegal advantage.

The NCAA Committee on Infractions called the University of Alabama a"serial repeat violator" with an "abysmal infractions track record" and an "extensive recent history of infractions cases unmatched by any other member institution in the NCAA,"

Exactly, allowing the ball to sit above the grass is a pretty big advantage.

See if you can get a little piece of tape to sit on top of grass well enough to put a ball on during a play. He was obviously just using it as a marker of some sort.
