because most high schools are a relatively short bus trip apart from each other so you won't see Memphis-Melrose scrimmage against Alcoa or Oak Ridge. High school scrimmages also don't involve the visiting team spending a couple of nights in a hotel either.
So, following with the high school ideal, who is UT going to scrimmage against? Maryville College, LMU, and UTC? Johnson Bible College? WNC, MTSU, Tennessee Tech, Carson Newman...
yeah, those are real compelling matchups with absolutely no upside for UT.

FWIW, they could the charge a small admission and fill a decent number of seats. The games would be fun, but I do see the cons. I think it would be great until Vols started getting hurt.
I would love to see a scrimmage. A game played against teammates allows for one to learn their tendencies to a great extent.
Let them protect the QB and run a base, non-blitzing defense. Similar to the Pro-Bowl. There are some D1 schools that are within 2-3 hours from Knoxville.
