Yeah it's probably just a spot for any seawater that gets in to open areas (chute compartments) to escape as part of the bottom goes under water on splashdown.

probably pumps water thru some part of the heatshield that isnt exposed to ocean to cool it down.

They also got paid a lot of money to provide services...

They'll either end up losing more money by having to refund the government and a lot more in the long run in lost new contracts.
