Yes, but a pretty poor era for big men.
For the latter part of his career. When Shaq hit the NBA there was more talent among bigs than ever, IMO. Ewing, Olajuwan, Robinson, Shaq, Mourning, Mutumbo, etc. They were so good we hardly even notice that Kevin Willis was a dominant force (averaged at least 17 and 10 four times in early 90s).
Shaq's career really took off around 2000. By that time, Ewing, Dream, Mourning, and Mutombo were non-factors.
Shaq started winning titles in 2000 because he was on a better team than in the past. As an individual his best years were the 90s. His career took off the second he stepped on the court. And he was doing it against the best centers the league had ever seen:
Shaq, Rookie year, 1992-93: 23.4 ppg, 13.9 rpg, 3.5 bpg, and a TS% of .584
Dwight Howard, 2010-11: 22.9 ppg, 14.1 rpg, 2.4 bpg, and a TS% of .616
