Topaz adjust plug-in, 12 Volt. Tuned the effects layer down to 50% though so the effect is lessened.

If I had to guess, the people that make those are paid to do other, more important stuff, and graphics like this are just sorta thrown in as "can you get this done by 5pm?" kinda situations. No need to pay someone for something you can get made in house.
