So with the fast-paced offense, doesn't out center get over the ball very quickly?

This is the rule as written for sure, but what's the mechanism of enforcement? Is it a penalty, a fine? I've watched some of their SEC games from last year and it's very clear the fans are ringing their cowbells while the center is over the ball all the way up until and through the snap. Haven't seen anything about penalties or fines to date.
