Rising HS Jrs

Anybody know or is there a way to find out how many & who rising HS Jrs have offers from UT?

i could be wrong but i thought guys were only allowed to recieve offers after their junior years

There's a offensive lineman from coffee county (Robbie Gonzales) that wants to go to UT. I dont know if he's good enough to be recruited. I dont know a lot about him.
