I saw Herky several times as he was a friend of my Uncle Ed's who lived on Loudon Lake. There was a crew that played cards regularly and Herky was often part of that. Herky was Knoxville royalty in the 1970s and a prince of a guy. My uncle always said: "Son when you buy a suit of clothes - go to Balloff's and buy it from Herky Payne." My uncle and his buddies dressed to the nines all the time. I might buy a suit or sports coat at the Palm Beach outlet or from a major sale at Hall Browns's but I certainly could not afford Balloff's. Rumors around Knoxville at the time were that the UT football squad had some stylish clothes from Balloff's. I certainly doubt Coach Majors knew anything about this or that Herky Payne was directly involved. Maybe Chief Chavis would know.
