A competent athletic director would fire Butch Jones when he has a better coach willing to take the job. You don't fire a coach, and then start scrambling to find whoever will take the job. Good hires involve perfect timing, which takes a sense of proactiveness.
Let me tell you how Tennessee will operate...
Instead of getting a feel for the Chip Kelly/Jon Gruden situation and then letting that dictate IF you fire Butch Jones, Dave Hart will keep him another year, Chip Kelly will leave Philly and probably take the Texas or SC job, and Tennessee will fire Butch Jones at the end of the 2016 season. One year too late, and then replace Him with another 2 Million per year Mid-Major coach. That is exactly what will happen.
Giving Butch Jones one more year isn't going to fix his inability to win. Winners win and losers lose. Butch Jones hasn't improved in 3 years, why will four matter? Even if he does improve... Is 7-8 wins in year 4 acceptable? With Tennessee's resources I tend to say no.
I'm not sure Kelly would be successful in the SEC. Probably wrong tho.
