The amount of revenue UT recieves from the attendance of Neyland faithfull is undoubtably large. Knowing this, there should be a direct correlation between revenue from attendance and expectation of the football program.
More revenue from attendance allows for a greater payroll for our coaches and also better weight training program for our UT athletes and ect.ect. UTs football program should be on a upper echelon because of monetary reasons alone.

I know almost nothing about the way the athletic department's budget breaks down, other than that I spent much of my undergraduate career pissed off because the university was slashing library hours at the same time the AD was constructing an indoor practice facility. Anywhere you can easily find information about their revenue and how it compares with other schools?
