Fulmer doesn't recruit players by using the rankings on Scout. Fulmer may think there are better players out there than him.

We don't need DB's that much. We have a ton of young DB's as it is. We need linemen.

First, DB's is not a big need this year. Second, the stars rankings have absolutely no bearing on Fulmer's decision when picking between two recruits. If he thinks a 3-star is better then he will take a 3-star over a 4-star.

Waggner is a 5.7 3 star.. thats the closest thing you can get to a four star.. if the other guy is a 5.8 four star.. then there isnt much difference between them..
