States’ Rights are indeed a wonderful thing. But they aren’t limitless. The 14th Amendment can and has been used (Bush vs Gore) to ensure that all voters receive equal protection under the law. If a plaintiff can show enough evidence to the court that illegal votes in one area dilute the votes of legitimate voters in another, the courts can quash such shenanigansAs long as you don't pretend to care about state's rights, go nuts.
