Why was Austin Johnson called for PI when he blocked the pass with his arm? When our defense is repeatedly flagged for playing good defense, how can we stop Florida's offense?

If the defender hits the reciever before the ball gets there, which happened, it's pi. Regardless if he hits the ball.
