The whole line shifting is to cause a FS. If one moves because he was told to move I don't think that'll be a delay of gameI don’t know about shifting. Specifically, it’s simulating the snap. Which I take as yelling or clapping to mimicking a snap. I think what UGA does where everybody moves to the right is still fair game, and I don’t know how you could outlaw that without the defense false starting almost every down as guys communicate and adjust their positioning to what the offense is doing.
I would like to see where the rule says the defense can’t move. As much as I hate what uga does, seems like a dumb rule if so.

Now the offense can get a free 5 yards any time they want it. This takes the guess work out of 3rd and 4th down.

Defense reads the offense and adjusts accordingly
Offensive lineman jumps
Flag on the defense

This will negatively impact the VOLS, sometime this season, probably multiple times this season.
