If they pass a form of revenue sharing with the universities and the players, I think that would likely give the Universities a lot of legal basis to make rules surrounding NIL and transferring out. It basically makes the players an employee at that point. And part of that agreement will be a non compete clause or buyout or something like that, which will prevent a player from leaving with no consequence and overall make it harder for teams to poach other players.
Sure players could reject the revenue sharing and stick with current NIL deals so they don't fork over their rights in this scenario. But the vast majority of players aren't making 6 figures on NIL deals, and they won't be able to pass up the money.
