That's the way mine was. I don't think they put a blower in for the heat until the mid or late 60's. Trust me, 20-30 degrees outside and it ain't gettin' hot inside. I used to hang a blanket behind the front seats just to capture whatever heat happened in.

Never been in a cc, but I have driven passats, a jetta, and now a tiguan. Instrumentation is normal in those.
