What kind of changes?

Flatter and more forgiving greens, fewer fairway bunkers, Shorter par 3's reachable with 8 irons, shorter par 4's-maybe around 420 max, less carry over water, larger diameter hole, maybe others I can't think of now. The average golfer (the ones who shoot 90-110) isn't showing up as much at golf courses over the past few years because it's not fun for them. I'm starting to join that group when I play on some courses. I've played some courses this year where if you're 15 feet from the hole, you're looking at 3-4 breaks in different directions. Why stick a 230 yard par three on a public course that most average golfers can't get to with a 3 wood? I've talked to some course owners who see fewer golfers on their courses lately. Their money is coming in via special events and tournaments, not the regular guys who golf for the fun of it.
