Well, remind me never to read his column if I see it published in a newspaper. I like sources I can trust.
The only way you could have increased UV radiation on a partly cloudy day is if you are exposed to direct sunlight, and you also receive rays that are redirected from nearby clouds. This effect is insignificant, and throughout the day you are still going to receive less radiation than if it were a clear sky.
