I was told in history class that it was Longstreet that gave the order. And he received it from Lee. Im gonna do some digging.

Lee ordered it but Longstreet actually gave the command to Pickett. I was told in history class that Longstreet hesitated to give it.

Lee issued the order, longstreet attempted to pass it off to alexander and finally longstreet asked george if he could take that hill nothing was direct
