LOL.. when I was on my all expense paid vacation by my rich uncle Samuel, I was stationed in San Diego, and made a trip to TJ. Got hauled in by the local Policia as I was coming back to the US side, and they did that same thing to me... had to pay a bribe to get out of the cop car to continue back across the border.
FKers were still running the same scam.
