Low humidity. All rust is where metal oxidizes due to contact with moisture and air. How often do you see dew in Tennessee? I've seen dew once in the past four years here. Same when I lived in Cali. Low humidity/no dew ever. I found a wrench at the back of the house that I had forgotten and left out. It was about a year later. No rust at all.

I had heard that back in high school, but forgotten about it. Thank you for the explanation.
