If you have a photobucket account or something similar, grab the url of the image, click this icon

and paste the url in the pop up box.

If the picture is saved on your computer, click on "go advanced" and scroll down and click on the button that says "manage attachments". That will launch a pop up screen where you can browse for the image on your computer and attach it to your post.
