I'll comment on the elephant in the room: if HB isn't QB2, why would he have taken all the scrimmage reps?
I believe the scrimmage was mainly for those who haven’t gotten to take many live reps in other scrimmages or practices. Assuming that means Shrout and Maurer have had those opportunities and Bailey hasn’t.

It makes me wonder if they are getting so few actual practice reps at the moment because they aren't 1st or 2nd team, that this staff is wholly unaware of what talent they might have on the roster.

That thought is not very comforting in the least.

Could you imagine a scenario where it is in the best interests of the players and team to limit the new guys' practice reps?

I can imagine a scenario where a staff is struggling to get a solid 2-deep and is neglecting anything past that on the depth chart.

Especially in a year like this with limited practices.

Well, I hate it, but I'm most likely done watching or caring this year. Call me what you want. It's a short year anyway. When there is zero possibility of a coach saying that the 5th year QB that can't read a complete progression down before the play expires is the guy that gives us the best chance to win, I'll watch again.
Hey, I'm pretty much right there with you. I love the Vols and will always love them, but the last 15yrs have been downright painful. That's a long time to watch the program you love suck. 34 games is a lot of games without a top 10 win. It's also hard to hear that a 5th year QB gives you the best chance to win and he'll likely be back next year. If we go 5-5 or 6-4, there's no improvement from last year, and if JG comes back and starts next season, you can write that one off too.
